Beginners Question

Hi, I was wondering if someone could take the time to explain basically how VBulletin works in laymans terms.
I am a user of a site hosted by Vbulletin and have had an idea for my own site, problem is I am one of those people who doesn't even know what ram and bytes are.
Am I right in saying that I have to get a web page with particular attributes ,and then downlad Vbulletin to that site and away we go?

Yes. I recommend www.justhost.com. It's 41.88 for a year. I went to register and decided to close the window before giving my credit card number, and a message popped up offering me 50% off. Then you buy vbulletin and upload it to the host. Hope that helps.

I am in NZ and have rung around web design places and hosting places. I feel like I may be about to be ripped off due to my lack of knowledge on the subject. All I want to do is set up a community based forum using Vb and the quote I got was for $2500-$3500 NZ. Thats about $2000 USD.

If that is what it costs then thats ok, but does it sound overly expensive to you guys/gals?

My god, yes, that is way too expensive. I recommend Site5, I've never had a problem with them, their support is excellent, and they have wonderful deals.

I just went to a site called siteground. They claim to be able to do everything required, a one stop shop if you will. Have you heard of them?
If I did it cheaply initially to see how it goes, would it look fairly normal but just be less capable of handling traffic? ie would it basically look like the forum we are in right now?
