1> What is the difference between vBulletin and vBadvanced?

2> When vBadvaced say you can get a board for free, does that mean you don't need a license or don't even need to flick one dollar at them for anything?

vBulletin is the forum software, vBadvanced is a portal / CMS add on for vBulletin. To use vBadvanced you must first buy vBulletin.

In response to your second question:

vBulletin cost $160 for an owned license and $85 a year for a leased license. This never changes.

The CMPS version of vBAdvanced is free. You do not need to pay for it and can download it for free, but you need a vBulletin forum to install it to - which you must buy from Jelsoft.
