Actually, the '.sql' file that is created with the MySQL commands to create a database backup from the command line in a SSL client is actually a form of 'text' file. There are many programs which will open a '.sql' file and allow you to clearly read and/or edit the contents. TextPad is one such program.
But if your question is really focused on the 'method' of downloading the file, as in a program which will actually 'download' the MySQL database as a '.txt' or '.doc' file then I'm not familiar with such a program, except phpMyAdmin.
phpMyAdmin does actually have a facility for downloading the database in 'Word 2000' format and even a 'Open Document Text" format. However, using php to create a backup has problems of it's own and is not recommended, except for very small databases, because php has a tendency to 'timeout' during the attempt to create a substantial sized database and cause corruption.
