...and an updates package every year, will I be entitled to upgrades to future versions as well as the pudates for my current one? For example, if you move to V4 next spring, will I jhave to buy that again?

Yes, you'll be entitled to any upgrade for vBulletin, be that vb3.7 or vB4.

With your owned license you get 1 year of download access. After that first year you will need to renew your download access to be able to download files from vbulletin member area. (ie: vb 2..., vb 3..., vb 4.0...) With the owned license you can continue to use the files for ever even if your download access has expired... you can renew your access at any point. (30$ for a year of access)

Yes, I think many people who purchase a leased license regret it later and end up having to buy an owned license.
