Before buying the script...

Do I need to have a server and a domain prior to buying the vBulletin script? Can I get the script, fill in the forums (that I'm thinking of having) and then look for a server?

You need a web host (can be a home server... if your isp allows it) in order to make your forum available to others on the internet. You can buy the script and install it on your local machine (that has php, apache, mysql) and set all your forums, usergourp... templates the way you want them and then upload your db and files to your web host when you find one... (it requires technical knowledge if you do that) vBulletin can function with an IP address alone but it is more user friendly to have a domain name! It seems that the best thing for you would be to start with a host from the beginning.
