That site runs vBulletin 4 so you would need to be running that version. It may also be a custom theme that the site owners wrote, just because a site runs a theme doesn't mean that theme is available to download.

vBulletin as a company does not make or sell themes, you would be looking at the third party custom style market.

The theme on the site you linked to is using the default vBulletin 4.X theme with few modifications. vBulletin 5's default theme as seen on this site, isn't much different.
