Suggestion for vB4 manual

Just checked the vB4 manual: There's no information on the featured blog feature in the admin CP. It would be helpful to have some added to the manual.

Will look into it. There is a going to be another 4.X documentation push after we're done with the 5.X manual. That would be the appropriate time to do it.
