Get rid of the developer chat forum

Its been a little over a year and half since the last dev chat -- it looks stupid to have a forum up for the two or three that took place.

+1 to this... "monthly" developer chats that happened two times ever with the last one being 18 months ago really does look silly. At the very least move it down so it's not at the top of the forum list or something.
