It's been that way since vB5 came out. Does vB5 have Usergroup Promotion?

Usergroup promotions are in place. Anti-spam promotions are in place.

We allow non-customers to post in that forum. We do not moderate them automatically and never have. Anti-spam protections aren't 100% effective and they never have been. However most spam posts are caught and not shown. For every spam post you see, there are many more that are caught and handled behind the scenes. There is no issue here.
