As I am just a user, I can not create issues in JIRA, so I post here.
In 2011 most users have JavaScript enabled and it is used extensively anyway (like with this text area for entering my message) so I suggest using JS to format displayed date and time on forum pages:
- gives format (24H vs 12H, etc...) and timezone according to users preferences, with zero configuration on their side
- works correctly even with DST
- zero setup for user and forum administrator

At least use this to provide default timezone setting in the users profile (including feedback saying "Time according to the selected TZ is 21:16" for checking).
