While it's a bit confusing afaik this is intentional, as 3.8.4 is the latest full version.

It is confusing, at least to me it is.
I expected that link to go direct to the download of 3.8.4 Patch Level 1 (the patch at least)
Where can the patch be accessed from when you login to the members area . . It's not obvious.

There is a link in the left menu with the text 'Security Patches'
