User TreasureTroopen and spam

I just logged in and got a PM from user TreasureTroopen that is pure spam. The user is shown banned. Did he/she get banned after sending this to presumably most registered users or been able to still send PM's after banning?

Yes, the user was banned after we received multiple reports of him spamming registered members.
