I went there and I don't see forum skin and forum language

How can they be added to my forum menu?

That image is a bit small for me, but it looks to me that you have the ability for users to change styles turned off.

If you want the style chooser to appear there, then enable the allow users to change style which is available in the options menu for your board.

Admin control panel
(left hand menu) ---> VBulletin options

Look for and select style and language settings
Allow users to change style yes or no.

I see it's in the footer bar of this forum
How do I get it there?
