How to make a Google type homepage?

Hi there!
I was wondering if someone can help me, my website is more like a web directory in stead of forum type thing, I wish to make my homepage like Google using the "Tag Search" block, see image for an example. I really need this, i have dreamweaver in case it has to be done from the outside, just need to know where to get this html text
