    For bugs with that third-party script you need to discuss them with the author.

    There isn't a better encoding... You would need to choose the one that fits your needs best. If you use multiple byte languages on your site then UTF-8 might be the best choice. If you are using primarily Western European languages than Latin1 is the best. Each and every situation would have its own answer.
