    Create new project

As far as I know, I(admin) can create new projects.

Does that mean that no one else can create a new project and submit in? How do they do it in that case?

Correct. Projects have to be created and managed via the admin CP.

Who thought of this? A user should be able to create a project if they have the usergroup to do so.

It's logistics. Most of the time, a bug tracker is created for products that are created by the site adding them. So, if the owner of the site is usually the creator of the projects (or leads), they should be the ones managing them. Since you are the owner, you should have access to the ACP, meaning that's the most logical place for it to be. Of course, I am sure you build a custom script that provides a front end administration panel that mimics the back end for your own personal site.
