          Do you mean Issue Type?

          Admin CP -> Project Tools -> Issue Type Manager -> Add New Issue Type

              I mean the fields like: "Category:" "Affected Version:" etc.

                  I don't know. I don't have access to that section of the Admin CP. The only place I know to set these is where I responded earlier.
