Spam Prevention Option?

i'm wondering about the spam management: i saw this option in a blog (vbseo.com) and i tried to figure out where is this option onto my board .... but i can't find it!

If you have got guests posting without logging in make it harder for them. I remember I used to have a forum with a blog and what I did is I had to manually check all the new members to see if they were legit or just spammers.
