1) You can control the permissions of your blog in your Blog Control Panel by clicking on "Blog Options".

2) You can control what is displayed on the blog.php page under vBulletin Options -> vBulletin Options -> Blog Options: Intro Page Options and vBulletin Blog -> Blog Featured Entries (in left navigation).
