yes in the control panel . the global one is real big

You don't edit global.php, only like the 4 lines in config.php.

thats all I did db name user name and passwords 2 of them .

is that error message the reason it won't let me edit it ?

No, that error message means you are echoing something out of config.php I [b]believe[/b], I'm not totally sure.

There should be only 26 or 27 lines in vB Lite's config.php, not 35. Make sure you do not have any white space or extra lines before the <?php at the beginning or after the ?> at the end.
