i'm not quite sure what you are asking. attachments are stored in the database. is that what you wanted to know?

I don't believe vB Lite has file attachments.

i know but i know that the real one does. i wanted to know is there a way to change where the files are uploaded to? the actual directory.

No, not at this time. All attachments currently go into the database. There's a hack over at vbulletin.org that allows them to be placed on the server instead.
