This may be the stupidest question yet, but somehow I am stuck on step #2 (or 1? It's hard to tell).
I edited the config.php file and uploaded everything to my server. I entered the http://www.domain.com/[vbdirectory]/admin/install.php address and it loads the welcome screen just fine. I get:

When I click on the "click here to continue" link, it appends a "?step=2" to the URL and the page loads, but it is still the welcome screen. Repeated clicking doesn't change anything. If I manually change the URL to step=3 or =4 or whatever it still just goes to the welcome screen.
What could I possibly be doing wrong? I have set up UBB (which I want to migrate from to vBulletin) so I'm somewhat familiar with doing this kind of stuff. I looked at the code and it seems that in step 2 one of two things should happen: 1) it finds the config.php file it should ask you to confirm your settings or 2) it doesn't find a valid config.php and explains how to create one. What would cause it to just stay on the welcome screen even when it has ?step=2 passed to it?
