what does this mean, is this a server side error? or a "my" side error?

    You need to view the source of that page and copy and paste the actual error message here - that is just vB's friendly error. (You should also receive an email with the error message.)

        Sarah,

        It sounds like you are trying to install the software over the top of a failed installation or existing database.

        Please reset the database to an empty one, or ask your host to do so, and that should fix this problem.

          how do i reset the database?

          is it on that page where there are two options to click, and its the bottom option, the on not recomended to be clicked in the f2s.com set up? if so, i have reset that 20 times lol...

            Do you have phpMyAdmin? If so you can delete the database and set up a new on. If not, you may need to ask your web host to do this (as John suggested.)
