I just brought a second hand license, now if i am right the maintenance pack will let me upgrade to 3.8x. Though i don't really want to spend another $50. So...

What is better in 3.8 than 3.7, and i have 3.7.2 patch level 2. Is that good to run or should i stick with 3.7.0?

Also do plugins and themes for 3.8 work with 3.7x?

I'd go with the latest of w/e u want, either the latest 4.1.x or the latest 3.8.x.

I didn't say that, I said I would go with the latest stable version of 3.8 or 4.x if those are your choices.
I would not go with 3.7 or anything before that..
