banned member still posting

i banned a member, but he is still posting on my forum.
on my board guests are able to post. So my theory is that the banned member is posting as a guest then the vbulletin compares his cookie with members cookie and adds that to the banned members postcount.

If you allow guests to post and he deletes his cookie then he is no longer a banned member but a guest. This gives him all the rights and privileges of a guest.

You would most likely have to try and ban his IP address at the server level if you want guests to be able to post. However he can get around this through open proxies on the Internet if he is determined.
