Right now my forum is located in the root directory, but I would like to move it to a folder called /forum/. Do I literally copy and paste or do I need to do more? And I have VBSeo, would this be effected? And would I lose any PR value?

With the default vBulletin software everything is portable. Just copy all of the forum files to the new directory and update your forum URL:
Admin CP -> vBulletin Options -> Site Name / URL / Contact Details -> Forum URL
I don't know about vBSEO. You would have to ask their support about that.
Yes, changing the forum location might affect your page rank.
