1) Edit this template:

Admin CP -> Styles & Templates -> Style Manager -> « » -> Member Info Templates -> MEMBERINFO

Editing this template requires some HTML ability on your part.

2) Enable this setting:

Admin CP -> vBulletin Options -> User Profile Options -> Enabled User Profile Features -> Profile Styling

Then set the group permissions:

Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup -> Profile Styling Permissions
