Mowe to other server howe ?

I have installed my vb to my server and nowe I going to move to other server.
HOwe shuld I do whit this so I can take my database to the other server ?
I have backup my database inside from my vbulletin board shuld I install the board and then import my database ??????

OBS
I dont have php myadmin

but plz howe shuld I do I dont have enny ssh acces to the new host
