Which template to edit for "You do not have permission to access this page"

I'm looking to edit the page that says:

you do not have permission to access this page. This could be due to one of several reasons:
    1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
    2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.
I thought this was the STANDARD_ERROR template or the STANDARD_ERROR_LITE template. I've tried editing these, but the message above stays the exact same. What is strange is I successfully edited it earlier today and somehow it just reverted back to it's default message and now won't change to anything I edit it to.

Ideas as to what I'm doing wrong? What template specifically needs to be changed?

    Edit the "nopermission_loggedin" phrase

    AdminCP > Search in Phrases > "
nopermission_loggedin" > Phrase Text and Phrase Variable Name > Find....and edit.

    Hope that helps
