Get acces after you have pay

Plz help me I cant understand howe I shuld do ? I´m new about this
I have the latest version off vb and I have create forum whit this testforum
before you can get acces to this section you must pay for exempel 5 dollar howe shuld
I setup this I have try but I cant get enny thing to work.
I only have paypal howe can I get this to work
