error on vote to poll in forums after upgrade to vb 3.7

after i upgrade to vbulletin 3.7.0 from 3.6.9 i try vote to poll and gate this massage ---
Your submission could not be processed because a security token was missing or mismatched.

If this occurred unexpectedly, please inform the administrator and describe the action you performed before you received this error
what to do?
do cansell the upgrade?

I follow the directions in that post because I have the same problem, and when I run the suspect version detection nearly EVERY file comes up as "File does not contain expected contents" even though these files are unmodified 3.7 release files.

So I have to ask why would this happen sometimes and not other times? On the same poll some users can vote while others cannot, no discernable pattern between those that can and those that cannot.
