animated avatar and signature picture not working

i am having this issue since i transfered to vbulletin , animated avatar pictures and animated signature are not working for some users and works for some others , users can upload gif images as avatars but after uploading animation is not working .
is there any thing i am missing in settings or what ? please help

If the file being uploaded is larger than the maximum allowed size and the system is resizing it, the animation will be lost.
