Upgrading and moving to new server

I'm thinking of upgrading the vBulletin software and moving to a new server. The issue that I have right now is that the I have PHP 4.4.9 and MySQL 4.1.22-standard on a shared hosting environment.

Would I be able to move my site to a new host that already had updated versions of PHP and MySQL and then upgrade the forum software?

Does vBulletin offer a migration service in situations like this? Or any third party offer this kind of service?

Yes you can move your forum first and then upgrade your forum. To hire someone to do the migration and the upgrade for you, the right place would be at vb.org.
