promotions dosent happen?

This promotion (see atachment) should change primary usergroup for all members of the group semi to semi1. Is that correct?

I can run the scheduled task "update promotions" and it says "User promotions done". But users who are members of semi dont get their primary usergroup changed to semi1? They still have primary = registed users.

The way you have your promotion set up is to promote users from the Primary Usergroup Semi to the Primary Usergroup Semi1. It does not effect Registered Users at all.
