Moderators and user titles

Hello,

Is it possible to enable this feature:
I want all moderators to be able to change user titles. For example there are some users that are not very good at the topic they are writing to and moderator doesn't want to ban him, instead he would be able to change his user title to "SOME NOVICE". I do not want moderators to access CP though.

No, that is not possible with the default vB. This is an Admin function.
