i only use positive reputation, however i noticed that is some rep comments the repulation_balance icon is shown although the users have more post and reputation than the values defined in admincp for their rep to count to others,

hows that happening

That just means that the user giving the reputation does not meet one or more of the criteria to give reputation so their reputation giving doesn't count.
