Patch 1 actually no longer exists. If you read the name of the patch it says "Patch for vBulletin 3.6.10 and 3.6.10 PL1". That file contains the files you need to upload.

The link currently marked "Security patch for 3.6.10/3.6.10 PL1 (included in 3.6.10 Patch Level 2+)" actually has PL2 in it (checked by looking at the version file)
