How do I stop people from sending PM but not recieveing?

I send out advertising in my welcome pms so I don't want to stop that but I don't want people to be able to pm each other.

There is no option for that. People can either use PMs or they can't. It's all or nothing.

You might find an addon for this on www.vbulletin.org. I have seen it requested before.
