Spam from Report a spam?

Spam from Report a spam?

I started to get more and more spam lately using the "report a spam" post feature from my forum (ver 3.6.8 patch L2). The posts don't include any username or email. Looks like it's being sent from guests. But reporting a spam is not available to guests as far as I know.

Can anything be done to prevent that?
