Members cannot set avatars

My members cannot set avatars.When they go to userCP =>edit avatar they only can see an option 'do not use (this) avatar.They dont see the 2 options for uploading avatar.There is no problems when doing this with the Admin account but if i try to set an avatar with random account i cant do it too..

Check this permission:

Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup -> Can Upload Custom Avatars
