how to encourage traffic

is there a way to do the following: offer free downloads to users who post a minimum of X post in Y days, or those who login to the forum at least once every Z days.

Basically, I'd like to encourage users to post and interact, in return, they get a quota of free downloads of our content.

Another question: does vb have a feature to make those downloads available through it?

There is no mechanism to grant permissions based on the rate of posting.

You can use vBulletin's post attachment system to host files, though it isn't really designed to be used as a central download area.
