problem in making forum with moderated threads

hi, I want to make a forum for "bad post report" and "infractions report" in my site that every threads has made, were invisible from users and not be seen in top of forum in LAST POSTS SCROLL.

First setup the permissions for that forum:

Admin CP -> Forums & Moderators -> Forum Permissions

Deny access to everyone except admins, mods, and whoever else you want to see the forum. Then make sure private forums are set to be hidden:

Admin CP -> vBulletin Options -> Forum Listings Display Options -> Show Private Forums

You can also override this setting for individual forums:

Admin CP -> Forums & Moderators -> Forum Manager -> Edit Forum -> Show Private Forum
