How To Add Recent Forum Posts To HTML Page?

I look forward with much gratitude to anybody who can help me place "Latest Forum Topics" onto an html page.

I found a thread here dated 2006 with instructions on how to do this. Either I'm doing something wrong (which is always possible) or somehow the instructions don't apply to 3.6.x

Am I allowed to post code? I'll be glad to post it, if it's permitted.

If there's a different (read: easier) way for a non-programmer to do this, I'm very interested.
