This is a server time limit. To temporarily up your limits edit your includes/config.php file and add this line right under the <?php line:

ini_set("max_execution_time", "240");

That means that you did something to break your config.php file. You most likely edited it with word wrap turned on.

What did you do immedaitely prior to that problem starting? Whatever you did is the cause of this problem.
