Title error

I am trying to change the vBulletin Forums Homepage title... and I don't think it is working...

What I am trying to change is the following...

When you go to the root of the forums, http://www.vbulletin.com/forum/
And it displays the title as...

vBulletin Community Forum - Powered by vBulletin

Which comes in the <title> tag...

This is what I am trying to change on my forums and I have tried changing it on Site Name / URL / Contact Details of vB Control Pannel and I no luck

You can edit phrase: x_powered_by_vbulletin and edit after x_ [{1} - Powered by vBulletin]
The x is Forum Name - Site Name / URL / Contact Details

Name of your forum. This appears in the title of every page.
