How do I add this box/part near the header?

Trying to make a similar box for my ads:

The box up top which states "Please visit our sponsor".

I have several ad addons already, such as ad_management314.
But Id like to make it cleaner looking with this style box on top.

You need to edit the FORUMHOME template and add the code for the ad bar there.
