Upgrade help

Ok damn ass here again....(me)
I run vb 3.6.4 and I need to upgrade to the latest, how can I do this myself....(pls consider I am a novice)
What info do I need and what is the best and easiest way round it. alternatively someone would be kind enough to that for me!!!

ps: is how can i can have user mapping? where they show users location my way of flag?

Have you read over the upgrade instructions?
That is an addon, you might find some luck at vBulletin.org

been there! you would be surprised to know how dummy i am. my admin left me in a right mess! The whole thing is too technical for me.
