Check your Usergroup permissions and make sure that "This Usergroup is not a 'Banned' Group" is set to 'Yes' for the groups that you do NOT want banned.Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)

Hmmm...there is no way that vB would automatically ban everyone. There is simply no code in it to do that.
First, reupload all the original vB non-image files (except install.php). Make sure you upload these in ASCII format and overwrite the ones on the server. Also be sure to upload the admincp files to whichever directory you have set in your config.php file. Then run 'Suspect File Versions' in Diagnostics to make sure you have all the original files for your version:
Admin CP -> Maintenance -> Diagnostics -> Suspect File Versions
[Note: In some cases you may also need to remove any of the listed .xml files in the includes/xml directory.]
Next, disable all plugins.
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php
define('DISABLE_HOOKS', true);Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)

Again these is not in the vB code that would do this. Are you absolutely sure you checked those settings I gave you? If so, this has to be from a modification you made.Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)

I click the word lift ban and it removes you from your usergroup. I manged to get in there and check the usergroups and tried to lift the ban on myself. I now have no more administrators so i may have to take a backup and reinstall the board.Comment

Again this is not possible with the original vB code but now I'm curious. If you really have reuploaded the original vB files and have no add-ons or plugins, fill out a support ticket at:
Please include a complete description of the problem and be sure to include the login info to your Admin CP, phpMyAdmin and FTP in the 'Sensitive Data' field.Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)

In case this happens to anyone else, the problem was that you had a promotion which promoted most of your users to a usergroup which was a Banned group.Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)
