How to restrict PM privileges?

What is the best way to restrict new users' ability to send PMs? Say I want to make it so you need X number of posts before you can send a PM. This is to curtail new members signing up to explicitly to spam existing members. Thanks.

Turn off PMs for the Registered group and use Promotions to promote users with x posts to a group that does have PM permissions.
