Is there a way I can allow 1 of my users (moderator) the ability to put any of my other users (except me) in either of the 2 public groups so he could do it from the modcp?

Admin CP \ Usergroups \ Usergroup Manager \ Public (Joinable) Custom Usergroups \ Add Usergroup Leader
After that leader can go to the
User CP \ Miscellaneous \ Group Memberships
and moderate access to that public usergroup
